Programme for Efficient Oversight and Development

The Capital Market Authority has organized in collaboration with US Securities and Exchanges Commission  a training programme on Effective Oversight and Development of Capital Markets for the employees of CMA and participation of representatives of GCC securities commissions during the period 4-7 March 2012.
In regard to the significance and objectives of such programme, H.E. Sheikh Abdullah Salim Al Salmi, the Executive President of CMA says; ‘this programme comes in a time where the importance of the role played by the regulators in maintaining the stability of the region markets in particular has increased, especially with the recent events in the Arab world last year, and the challenges still emerging as a consequence of the Global Financial Crisis, and the challenges to the world economy as a result of the Eurozone crisis which gives a vague image of the global economy predictions. Here comes the role of the regulators in the region to work for establishing stability to the securities markets and controlling their performance through reviewing the oversight and supervision frames and support them with the modest scientific and professional technology in order to face the negative impacts of any unsound practices in the region’. Al Salmi confirms that CMA’s concern to get exposed to international experiences and organize such programmes comes in line with its keenness to evaluate regulatory and supervision frames of the capital market sector in the Sultanate, and to determine the strength points and the weakness points for remediating them. Al Salmi added that this programme is a favorable opportunity for the regulators in the Gulf area to identify the best practices in the supervision and oversight field of the securities markets, and to get exposed to the modest techniques used for activating the roles of regulators. This provides a proper investment environment for markets and enhances the trust of traders. The programme will include an introduction to some professional basis used by regulators in all world markets in facing challenges. Some of such techniques are; promoting disclosure and transparency,  enhancing the competency of systems combating violations in markets, regulating securities’ public offering and enforcement programmes, and many other subjects in regard to developing the performance of securities market in the region. The programme covered a number of topic and senior experts from US Securities and Exchange Commission shared their insight. The programmes concentrates on important topics some of them discussed the US stock market and the development of the SEC’s enforcement programme, the disclosure requirements for securities public offerings and the nature of supervision arrangements for companies operating in securities. It also covers the fraud types in the market, their operations, investigations and prosecutions. The programme will also discuss ways of developing anti money laundering and the responsibility of regulators toward this phenomenon.
